Cross-Border Entry & Travel Conditions
Mandatory compliance regulations, customs endorsements, commercial insurance extensions, and electronic toll requirements for driving across Singapore, Malaysia, and Thailand border checkpoints.
1. Permitted Cross-Border Corridors & Fleet Categories
Only rental vehicles explicitly designated with the "Cross-Border Permitted" badge and endorsed with an active Cross-Border Daily Fee are legally authorized to depart the origin territory. Permitted transit corridors include:
- Malaysia into Singapore: Woodlands Causeway and Tuas Second Link CIQ Checkpoints.
- Singapore into Malaysia: Sultan Iskandar Building (BSI) Johor Bahru and Sultan Abu Bakar Complex (KSAB) Second Link.
- Malaysia into Thailand: Bukit Kayu Hitam / Sadao Immigration Checkpoint and Padang Besar Checkpoint.
2. Requirements for Driving into Singapore
- LTA Vehicle Entry Permit (VEP): Malaysian-registered vehicles must hold a valid Land Transport Authority (LTA) digital VEP confirmation email and Autopass Card prior to entering Singapore. The Operator provides official conveyance documents to support the LTA application.
- Autopass Card: Every vehicle must be equipped with an active Autopass Card with sufficient preloaded balance to settle the LTA Singapore entry permit fee (SGD 35/day on non-exempt days) and Electronic Road Pricing (ERP) gantries.
- The Three-Quarter Tank Rule: Under Section 136 of the Customs Act (Singapore), Singapore-registered vehicles departing Singapore must have at least three-quarters (3/4) of a full tank of fuel. Fines of SGD 500 apply at checkpoints for non-compliance.
- Singpass / Immigration Clearance: All passengers must hold valid passports with at least 6 monthsβ validity and completed electronic SG Arrival Cards (SGAC) submitted within 3 days before entry.
3. Requirements for Driving into Malaysia
- Malaysia VEP RFID Tag: Singapore-registered fleet vehicles are pre-fitted with an active Malaysia VEP RFID tag issued by the Road Transport Department (JPJ) for seamless gantry clearance.
- Touch 'n Go & PLUS Tolls: Electronic toll payments across the PLUS North-South Expressway require a Touch 'n Go card or RFID link. Hirers may rent preloaded Touch 'n Go cards via checkout add-ons.
- Malaysia Digital Arrival Card (MDAC): Foreign passport holders entering Malaysia must complete the MDAC online within 3 days prior to arrival at the border checkpoint.
4. Requirements for Driving into Thailand
- Vehicle Registration Grant (Geran): The Operator prepares an authenticated copy of the vehicle registration card together with an official English / Thai translated grant endorsement.
- Compulsory Motor Insurance (CMCI): Mandatory Thai third-party insurance must be purchased at the border checkpoint or through the Operator's pre-arranged Thailand assistance pack.
- Customs Simplified Form: A Temporary Importation of Conveyance declaration form is executed at the Sadao / Bukit Kayu Hitam customs counter. The vehicle MUST be re-exported out of Thailand prior to the declared permit expiration date to avoid strict customs penalties of THB 1,000 per day.
5. Cross-Border Insurance Extensions & Towing Liability
Standard domestic vehicle insurance DOES NOT extend beyond sovereign territory. Selecting the Cross-Border Endorsement ensures:
- Territorial Extension: Extends full comprehensive motor vehicle damage, theft, and third-party liability coverage within the borders of Singapore and/or Peninsular Thailand (up to Songkhla/Hat Yai).
- Emergency Towing across Borders: In the event of a mechanical breakdown or traffic incident, towing back to the national border checkpoint or designated authorized workshop in the destination country is covered up to the policy limit. Towing surcharges exceeding the standard radius are the responsibility of the Hirer.
6. Strict Customs & Contraband Prohibitions
Hirers are strictly prohibited from carrying duty-unpaid cigarettes, vaping devices, chewing tobacco, untaxed alcohol, chewing gum (into Singapore), narcotics, weapons, or undeclared dutiable commercial goods. Any vehicle impoundment or civil forfeiture resulting from contraband transit shall be borne entirely by the Hirer, including full indemnification for vehicle loss and lost operational rental income.
7. Acceptance & Operator Inquiries
By activating cross-border transit at checkout, the Hirer warrants familiarity with immigration laws and customs rules in destination territories. For border advisory updates, contact the Operator's cross-border logistics team.
